Delamain called on General Homma at latter's request this morning. General stated that he could not wait indefinitely for a reply and indicated that unless satisfactory answer were given within one or two days he would be forced to take action. General declined to indicate lines which action would take as he said that

He was most that would appear as though he were making a threat. anxious to avoid trouble, but necessary plans had been made for

General added that he action if present negotiations failed. himself was being [?pressed] by General Sugiyama who had been on

recent visit to Tientsin.

25 Japanese have shown commendable restraint to date. Brigadier and I are convinced that General Homma will be forsed to take action unless I be,iven very early authority to act in manner suggested by me in my telegrams.

3. I cannot say whit form of action Japanese propose, probably a reimposition of barricades, strict searching etc., to commence with, but in the event of an attack on police station in order to seize persons accused I cannot see that there is any way in which we could forcibly resist. There is also of course a grave danger of mob demonstratio is instigated by Japanese military authorities who would naturally deny any responsibility - which might lead to

loss of life. Brigadier concurs.
